Earlier HRD in New Delhi for the initial step in the attestation in procedure, which is no more exist.
Since July, 2007, the HRD ministry has distributed this authority to state regional centre and home department.
After 29th June, 2007 HRD Ministry handover the attestation authority to each state home department and regional authentication centre under the state education department. The certificate is to be done first from the state, which issued the certificate. After completing state level attestation certificate to be procedure for ministry of external affairs attestation and embassy attestation. If the certificate is intended to use in hauge convention countries like UK, USA & other European Countires, apostille attestation in ministry of external affair in New Delhi is compulsory.
Certificate attestation is also known as authentication or legalization. Usually certificate attestation is require following circumstances.

- Certificate attestation for higher study in foreign country.
- Certificate attestation for visa transfer
- Certificate attestation for getting family visa.
Certificate attestation is the process of attesting ( do seal and signature ) on the original Certificate by authorized person or department like regional authentication center of the state government, ministry of external affairs and embassy of the foreign countries.

State education department attestation is known as the authentication of the certificate. A certificate is authenticated only in issued state education department after verify the content of the specified certificate. Authentication is the true an accurate representation of the authenticity of that specified certificate.
State education department is attested all certificate issued by Govt. School, Govt. Technical Board, Medical & Paramedical Institution, university, etc. After complete the authentication process the certificate can proceed for the ministry of External Affairs & Embassy Attestation.
Ministry of External Affairs Attestation (MEA)
MEA attestation is functioning under the ministry of external affairs govt. of India. Ministry of External Affairs attest all the certificate issued in any state in India. Education department attestation or home department attestation of the state govt. must completed for the MEA attestation. MEA attest all educational certificate non education certificate and commercial certificates. MEA attestation is mandatory for all attestation.
When a person from India goes to abroad for job purpose his/her certificate have to be attested by that countries Embassy or consulate in India. Embassy will attest all educational and non educational and commercial document if the certificate already attested by MEA.
